Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Revises the membership of the Preceptor Credit Assurance Committee to include the Director of Health. Effective 7/1/2050. (SD3)

RELATING TO BEHAVIOR ANALYSTS. Makes permanent the regulation of behavior analysts. Exempts behavior analysts licensing program from auditor evaluation requirement. (SD1)

RELATING TO HEALTH INSURANCE. Prohibits nonparticipating health care providers from balance billing patients in specific circumstances. Establishes rate calculation requirements for reimbursement of nonparticipating providers. Repeals January 2, 2025. Effective 1/2/2050. (SD2)

RELATING TO MEDICAL SERVICE BILLING. Establishes billing requirements for unanticipated medical billing and unanticipated coverage gaps of patients for out-of-network emergency services received from non-participating providers. Requires the Insurance Commissioner to refer certain disputes between insurers and non-participating providers to an independent dispute resolution entity for binding arbitration. Effective 1/1/2021. RELATING TO HEALTH. Extends the state-funded medical assistance provided to pregnant women for up to 1 year post-pregnancy in certain circumstances. Effective 7/1/2050. (SD2)

RELATING TO HEALTH INSURANCE. Requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for the cost of auto-injectable epinephrine based on appropriate weight-based dosage for insured persons eighteen years of age or younger, beginning 1/1/2021. (SD1)

RELATING TO MEDICAL CANNABIS. Permits qualifying patients to be reimbursed by health insurers, mutual benefit societies, and health maintenance organizations for amounts spent on medical cannabis and manufactured cannabis products. Limits the monthly amount of reimbursement. Effective 7/1/2050. (SD1)

RELATING TO MEDICAL CANNABIS. Authorizes the department of health to issue permits to medical cannabis dispensaries for the delivery of medical cannabis and manufactured cannabis products to qualifying patients or primary caregivers if certain conditions are met. Authorizes the department of health to issue medical cannabis transporter licenses in specific situations. (SD1)

RELATING TO HEALTH CARE INSURANCE. Prohibits a health care insurer, mutual benefit society, or health maintenance organization from requiring an insured, subscriber, member, or enrollee diagnosed with stage two through stage four cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions, for health insurance policies and contracts issued or renewed after 12/31/2020. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
