RELATING TO THE GENERAL EXCISE TAX EXEMPTIONS. Beginning July 1, 2020, provides a general excise tax exemption for medical services by physicians and advanced practice registered nurses acting in the capacity as a primary care provider.

RELATING TO TAXATION. Establishes a tax credit for qualified physicians who accept patients who receive Medicaid or Medicare benefits.

RELATING TO HEALTH. Proposed HD1: Repeals the ceiling for using moneys in the civil monetary penalty special fund for use by the Department of Health for CMS-approved compliance activities.

RELATING TO DISCHARGE PLANNING. Requires hospitals to provide patients or their designated caregiver with information on hospice and palliative care, if deemed relevant, upon discharge.

RELATING TO HEALTH. Amends the definitions of "dangerous to others" and "dangerous to self" to include the refusal to take psychiatric medication or undergo mental health treatment such that self-inflicted violence or violence to others is probable. Takes effect 7/1/2050. (HD1)

RELATING TO HEALTH CARE WORKERS. Proposed HD1: Makes intentionally or knowingly causing bodily injury to certain health care facility workers a Class C felony.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 10 copies (including an original) to Room 403 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6311 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
