RELATING TO EMERGENCY MEDICAL SERVICES. Requires that any county of the State with a population greater than 500,000 provide emergency medical services in a transparent and fiscally responsible manner. Requires any impacted county to conduct an evaluation regarding the finances and operations of the county's emergency medical services system. Requires reports to the Legislature and Department of Health.

RELATING TO EMERGENCY MEDICAL SERVICES. Requires and appropriates funds for the department of health to conduct comprehensive workforce and cost analysis reviews with federal partners to improve efficiency, quality, and cost-effectiveness. Appropriates funds for collective bargaining increases and other current expenses.

RELATING TO HEALTH. Amends the statewide newborn hearing screening program to require reporting of diagnostic audiologic evaluation results to improve hearing follow-up treatment and support of infants. Updates definitions and terminology. (HD1)

RELATING TO HEALTH. Authorizes a pharmacy to provide a customized patient medication package to any patient of an institutional facility or any member of the general public upon consent, with a valid prescription, and in compliance with labeling and dispensing requirements. RELATING TO HEALTH. Requires all United States mainland milk shipped to and sold in Hawaii to be single pasteurized only and comply with all handling, transportation, and distribution requirements of the federal Food Safety Modernization Act, including handling procedures, temperature verifications, and proper refrigerated transportation of all perishable foods. Requires any processed milk or milk product to be entirely produced in the State in order to be labeled with any term or slogan that might imply that the milk or milk products are produced locally. RELATING TO VITAL STATISTICS. Requires the department of health to issue a certificate of stillbirth issued in the case of a stillbirth, upon request of the parent or parents.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Amends provisions specifying the number of Maui members on the board of directors of the Hawaii Health Systems Corporation by making the number unspecified.

RELATING TO AUDITORY DEVICES. Exempts gross receipts from the sale of auditory devices, such as hearing aids, from the general excise tax. Amends the definition of "prosthetic device" to include devices worn on the body. Exempts gross receipts from the repair of prosthetic devices from the general excise tax.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
