RELATING TO BOARD MEMBERS.

Permits two or more members of a board to attend state of the city, state of the county, state of the State, or state of the judiciary addresses; provided that the board members do not discuss board business and no commitment to vote is made or sought.

RELATING TO THE OFFICE OF THE AUDITOR.

Requires the Office of the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, an update on fund recommendations made within the past five years that have not been implemented.

RELATING TO STATE BUILDINGS.

Requires the Department of Accounting and General Services to purchase and install, at minimum, one emergency evacuation chair per floor, excluding the floor of exit discharge, in each state building having two or more floors.  Requires the Department of Accounting and General Services to maintain a list of and perform yearly inspection on emergency evacuation chairs in state buildings.  Requires the Disability Communication and Access Board to conduct annual training and produce written informational material regarding the appropriate use of emergency evacuation chairs.  Provides a phase-in period for the installation of emergency evacuation chairs.  Appropriates funds.  Effective 7/1/2020.

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Requires the Comptroller's annual report to the Governor and the Legislature to include a list of all accounts that were closed by the Comptroller during the immediately preceding fiscal year.

RELATING TO THE STATE ETHICS CODE.

Prohibits certain former State employees from representing any person or business in a legislative or administrative action before the State for twelve months after the termination of their employment.

RELATING TO THE STATE ETHICS CODE.

Amends the state ethics code to require candidates for state elective offices to disclose the name of clients assisted before state agencies.  Gives the State Ethics Commission discretion in determining how financial disclosure statements should be filed. Removes the exemption of Hawaii Correctional System Oversight Commission members from financial disclosure requirements.

Requires any state agency that requires a person to submit information, data, or other materials to create a form, including instructions, that is written in plain language, to facilitate the collection of that information, data, or material.

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires the legislative reference bureau to develop a spreadsheet informing members of the legislature on the status and content of all reports to be submitted to the legislature as required by law or requested by legislative concurrent resolution.  Requires the legislative reference bureau to inform the legislature of all annual and other reports required by law to be submitted to the legislature or requested by legislative concurrent resolution that were not timely submitted.  Requires reporting entities to submit a copy of all reports submitted to the legislature to the legislative reference bureau.

SB 2522

      Status & Testimony

RELATING TO CLAIMS AGAINST THE STATE.

Provides that claims against the State shall be paid by the department or agency that is found liable for the claim, as determined solely by the Attorney General.  Authorizes a department or agency that is financially incapable of meeting its obligation under a claim against the State to request that the Governor transfer available moneys to meet that obligation; provided that any money transferred is repaid by that department or agency in annual installments.  Repeals the state risk management revolving fund.  Makes conforming amendments.

RELATING TO PROCUREMENT.

Amends Act 42, Session Laws of Hawaii 2017, and removes sunset date.

RELATING TO STATE BUILDINGS.

Requires the comptroller to cause any state building with air conditioning to set the operating temperature at no less than seventy-three degrees Fahrenheit, subject to certain exceptions.

RELATING TO MANAGEMENT OF FINANCING AGREEMENTS.

Amends section 37D-2(a), HRS, to require appropriation of funds before departments may enter into financing agreements.
