RELATING TO THE HAWAII STATE LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUEER, PLUS COMMISSION. Establishes the Hawaii state lesbian, gay, bisexual, transgender, queer, plus commission. Appropriates funds. Effective 12/31/2059.

RELATING TO TAX CREDITS. Amends the aggregate cap amount of the tax credit for research activities. Applies to taxable years beginning after 12/31/2020. Takes effect on 7/1/2112.

RELATING TO CONSTITUTIONAL AMENDMENTS. Requires the language and meaning of any proposed constitutional amendment and ratification question to be simple, concise, and direct. Allows the presiding officers of the Legislature to request a written opinion of the Supreme Court regarding the legality of a proposed amendment to the Hawaii State Constitution and the corresponding constitutional ratification question. Requires the court to provide a written opinion within 48 hours of receipt of the request. Requires, for any written opinion by the court that invalidates a constitutional ratification question, a detailed and specific explanation of the reasons for this opinion. Prohibits any appeal of a written opinion.

RELATING TO SEXUAL OFFENSES. Amends the offense of solicitation of a minor for prostitution by specifying that the act of offering or agreeing to any type of consideration, rather than payment of a fee, constitutes solicitation of a minor. Makes solicitation of a minor a class B felony. Clarifies that the offender's state of mind is not required when the person solicited is a law enforcement officer who holds themselves out as a minor. Imposes a criminal penalty on any parent, guardian, or person having custody or control of a minor that offers or agrees for consideration for the purpose of another person engaging in sexual conduct with the minor. Imposes a criminal penalty on any person that entices a parent, guardian, or person having custody or control of a minor by electronic means for the purposes of engaging in sexual conduct with the minor. Imposes a criminal penalty on any person that solicits another for prostitution of a minor. Effective 7/1/2050.

RELATING TO STATEWIDE COMPOSTING. Requires DOH to adopt rules to establish a classification system for composting facilities or operations for the purposes of regulating them for health purposes. Allows composting and co-composting in the agricultural district, including on lands with class A or B soils. Effective 7/1/2050.

RELATING TO CLEAN ENERGY FINANCING. Creates the clean energy and energy efficiency revolving loan fund under the administration of the Hawaii Green Infrastructure Authority. Repeals the building energy efficiency revolving loan fund. Allocates a portion of the barrel tax to the clean energy and energy efficiency revolving loan fund. Appropriates funds. Effective 7/1/2050.

RELATING TO DISCIPLINARY ACTIONS IN PUBLIC SCHOOLS. Requires the department of education to track and publish the use of all exclusionary discipline disaggregated by student subgroup. Takes effect on 7/1/2050.
