RELATING TO THE MENTAL HEALTH AND SUBSTANCE ABUSE SPECIAL FUND. Authorizes expenditures from the mental health and substance abuse special fund to be used for certain capital improvement projects. Limits the expenditures for capital improvement projects at 15 per cent of total expenditures from the special fund and 15 per cent of the total surplus of the special fund. Excludes projects that would expand inpatient forensic capacity at the Hawaii State Hospital from permissible capital improvement projects funded from the mental health and substance abuse special fund. Effective 12/31/2059.

RELATING TO HEALTH. Requires DOH to establish a continuum of stabilization beds statewide by repurposing unused state facilities for short-term residential use by non-forensic patients with substance abuse or mental health conditions, and accessing and triaging the patients to a clinically appropriate level of care through the Hawaii coordinated access resources entry system. Appropriates funds. Takes effect on 12/31/2059.

RELATING TO VITAL STATISTICS. Requires the department of health to issue a certificate of stillbirth, upon request of the parent or parents named on a fetal death certificate issued in the case of a stillbirth. Appropriates funds. Effective 7/1/2050.

RELATING TO HEALTH. Amends the statewide newborn hearing screening program to require reporting of diagnostic audiologic evaluation results of infants who do not pass the hearing screening test to DOH to improve hearing follow-up treatment and support of infants. RELATING TO WIND ENERGY FACILITIES. Establishes a one-mile setback from the nearest existing farm dwelling or residential dwelling unit for certain wind energy facilities in agricultural districts. Requires a study on the effects of noise production by wind energy facilities on the health of residents and students. Appropriates funds. Effective 7/1/2050.

RELATING TO ENERGY. Requires the Hawaii State Energy Office, in consultation with DOH, to conduct a comprehensive study to determine the best practices for disposal and recycling of discarded clean energy products in the State. Requires an interim report and a final report to the legislature. Appropriates funds for study. Effective 7/1/2050.

RELATING TO ENERGY EFFICIENCY. Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products and establish or amend appliance efficiency standards in certain situations. Regulates the appliance efficiency standards for air purifiers and portable electric spas. Takes effect on 7/1/2050.

RELATING TO ENERGY EFFICIENCY. Requires energy consumption benchmarking for all nonresidential buildings. Requires disclosure of resulting, anonymized and aggregated benchmarking data to a prospective property buyer, lessee, or lender. Effective 7/1/2100.

RELATING TO ELECTRIC VEHICLES. Establishes an income tax credit of up to $2,500 per new electric vehicle that costs up to $50,000. Sunsets on 12/31/2028. Effective 7/1/2050.

RELATING TO ENVIRONMENTAL PROTECTION. Establishes a 3-year pilot project by the University of Hawaii Water Resources Research Center to demonstrate new toilet and sewage treatment technologies and to expedite demonstration projects. Appropriates funds. Effective 7/1/2050. Repeals on 6/30/2022.

RELATING TO CESSPOOL CONVERSION. Establishes a cesspool compliance pilot grant project to assist low- and moderate-income property owners with the costs of upgrading or converting a cesspool. Applies to cesspools identified as failing by the Department of Health. Appropriates funds. Effective 7/1/2050.

RELATING TO WATER QUALITY. Establishes reporting requirements for onsite sewage disposal system (OSDS) servicers. Appropriates funds for UH sea grant college program, in collaboration with DOH, to conduct community outreach regarding OSDS. Appropriates funds for UH water resources research center, in collaboration with DOH, to research the most cost-effective way to upgrade or convert cesspools. Requires and appropriates funds for the cesspool conversion working group to compile an updated database of OSDS statewide. Effective 7/1/2050.

RELATING TO CLIMATE CHANGE MITIGATION AND ADAPTATION. Establishes and appropriates funds for a climate change and human health adaptation coordinator within the department of health and related operating expenses. Effective 7/1/2050.

RELATING TO THE STATE PLAN. Establishes green infrastructure objectives and policies for state facility systems in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the office of planning, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines established by this measure. Effective 7/1/2050.
