RELATING TO BLOCKCHAIN TECHNOLOGY. Requires ETS to establish a blockchain working group to determine a recommended definition for blockchain technology and recommendations for individuals, businesses, and state agencies to use blockchain technology and report to the legislature. RELATING TO INTOXICATING LIQUOR. Exempts applications for a class 1 license on land designated as agricultural by state or county zoning laws and for which the majority of the agricultural products used in the manufacturing of the liquor are grown and produced in the State by the license holder from the automatic refusal provision that may be invoked by a majority of nearby voters or real estate owners. Effective 7/1/2050.

RELATING TO CONDOMINIUMS. Provides that any unit in a development that consists of not more than two units; is occupied as the principal place of residence of the developer, its successor, or assign; and for which the initial sale of the other unit has been completed, shall be considered sold for purposes of satisfying a developer's annual report requirement. Effective 7/1/2050.

RELATING TO DOMESTIC ABUSE. Amends the definition of "domestic abuse" under Hawaii's insurance laws and laws relating to domestic abuse protective orders to include coercive control between family or household members. Defines "coercive control". Effective 7/1/2050.

RELATING TO SERVICE ANIMALS. Appropriates funds for the design and development of a professional training facility for guide dogs and other professionally trained service dogs on an undeveloped portion of the State's animal quarantine facility in Halawa valley on Oahu. Effective 7/1/2050. (HD1)

Establishes, and appropriates funds for, a network improvement community task force to develop a K-12 science, technology, engineering, and mathematics teacher education degree for the University of Hawaii. Appropriates funds for the office of international and regional partnerships of the University of Hawaii Maui college for study abroad programs. Takes effect on 7/1/2050.

RELATING TO THE CONFERENCE CENTER REVOLVING FUND. Expands the scope of the University of Hawaii at Hilo conference center revolving fund to all programs conducted by the University of Hawaii at Hilo. Requires an annual report to the Legislature regarding the fund. Gives the chancellor of the University of Hawaii at Hilo, rather than the dean of the college of continuing education and community service, authority to expend moneys from the fund. Takes effect on 7/1/2050.

RELATING TO TOBACCO. Establishes a requirement that persons under 21 years of age who use tobacco at a public school or public school function attend a tobacco education course. Appropriates funds. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Establishes within the department of education a workforce readiness program to provide opportunities for students to earn associate degrees, workforce development diplomas, pre-apprenticeship certificates, and other industry-recognized certificates. Requires the department to designate schools, including adult community schools, to participate in the program. Appropriates funds. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Requires the BOE to include evaluation of the most current strategic plan indicators as a component of the superintendent of education's annual performance evaluation. Requires improvements in at least one-half of those indicators for any salary increase for the superintendent. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Requires the DOE to employ at least one full-time equivalent teacher for each grade level that has five or more students in grades kindergarten through six in each public school with a student enrollment of one hundred fifty or less students, excluding charter schools, beginning with the 2020-2021 school year. Appropriates funds. Takes effect on 7/1/2050.

RELATING TO TRAUMA-INFORMED EDUCATION. Requires DOE to establish a three-year pilot program for the development and implementation of a trauma-informed education program in the Castle-Kahuku and Kailua-Kalaheo complex areas, based on the Nanakuli-Waianae complex area trauma-informed education programs and report to the legislature. Appropriates funds. Takes effect on 7/1/2050.

RELATING TO INDIVIDUAL SPORTS. Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend. Takes effect on 7/1/2050.

RELATING TO ATHLETICS. Requires that DOE and athletic leagues and associations allow charter school students wishing to participate in a sport for which there is no program at the charter school in the service area where the student resides, to participate in a comparable DOE school sports program in the service area where the student resides or in an adjacent service area at no additional cost to the student. Specifies that charter school students be represented by the DOE school for athletic league or association business. Takes effect on 7/1/2050.

RELATING TO PUBLIC SCHOOLS. Requires the department of education to establish food waste and plant-based alternative meal goals by 1/1/2035, as part of the sustainable schools initiative. Takes effect 7/1/2050.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
