RELATING TO THE HAWAI'I SCHOOL FOR THE DEAF AND BLIND. Creates a board of trustees for the Hawaii school for the deaf and blind to establish an independent governance structure for the school. Takes effect 7/1/2050.

RELATING TO AUDITORY DEVICES. Exempts gross receipts from the sale of auditory devices, such as hearing aids, from the general excise tax. Amends the definition of "prosthetic device" to include hearing aids and devices worn on the body. Exempts gross receipts from the repair of prosthetic devices from the general excise tax. Effective 7/1/2050.

RELATING TO CRIMINAL HISTORY RECORD CHECKS. Allows the University of Hawaii to conduct criminal history record checks on current or prospective employees, and contractors and their employees, whose duties include ensuring security of campus facilities and persons. Takes effect on July 1, 2050.

RELATING TO ACCESS TO JUSTICE. Establishes the Hawaii justice league program to provide partial loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii. Provides for loan repayments by the University of Hawaii William S. Richardson School of Law. Establishes the Hawaii justice league revolving fund. Makes an appropriation. Takes effect 7/1/2050.

RELATING TO THE UNIVERSITY OF HAWAII. Removes the sunset provision of Act 39, Session Laws of Hawaii 2017, making permanent the innovation and commercialization initiative program. Effective 7/1/2050.

Expands the Hawaii community college promise program to provide scholarships for the unmet direct cost needs of qualified students at any four‑year University of Hawaii campus who meet certain eligibility criteria. RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM PLUS. Establishes the University of Hawaii promise program plus to provide scholarships for the unmet direct cost needs of qualified students enrolled in bachelor's degree programs in teaching, health care, social work, or engineering at the University of Hawaii who commit to work for at least three years in Hawaii. Appropriates funds to establish, implement, and manage the program. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Establishes a working group to create a state plan to make FAFSA completion a statewide graduation requirement and an opt-out waiver for FAFSA completion by the 2022-2023 school year. Appropriates funds. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Requires the department of education to establish a pilot program that provides grants for high school students enrolled in a career academy program to enroll in college courses through the running start program or other similar programs that allow students to earn college credits that are applicable to the requirements for a career discipline of high need, including teaching. Appropriates funds for the pilot program. Expands the eligibility criteria for the Hawaii Educator Loan Program to include students who have graduated from a career academy; provided that the loan recipient agrees to teach for three years at a public school in the State. Appropriates funds into and out of the Hawaii educator loan program revolving fund. Requires reports to legislature. Takes effect on 7/1/2050.

RELATING TO TAXATION. Permanently directs specified percentages of the general excise tax revenues to a new educational infrastructure special fund for the department of education and other entities responsible for school facilities to augment its capacity and infrastructure and to the department of transportation to protect the state highway system from the threat of inundation and damage caused by climate change and to augment the capacity and infrastructure of the State's highways. Directs specified percentages of revenues from a new, temporary state improvement surcharge to the foregoing purposes and to certain state funds. Takes effect on 7/1/2050.

RELATING TO SCHOOLS. Appropriates funds for the Department of Education to install air conditioning in public schools that prioritize the project. Takes effect on 7/1/2050.

RELATING TO CHARTER SCHOOLS. Provides funding for the rental or lease of facilities through legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, lease or rent assistance, and repair and maintenance of network infrastructure for charter schools. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Amends the minimum qualifications for nominees to the State Public Charter School Commission to require residency in the State. Provides that commission members may be reimbursed for necessary and reasonable travel expenses incurred in the conduct of official commission business. Takes effect on 7/1/2050.

RELATING TO EARLY LEARNING. Establishes an early childhood educator stipend program to be administered by the executive office on early learning to address the shortage of qualified early childhood educators in Hawaii. Appropriates funds. Takes effect on 7/1/2050.

RELATING TO EDUCATION. Expands the requirement that the Board of Education release from school attendance students observing holy days to also include the observation of other religious practices. Takes effect on 7/1/2050.

RELATING TO STUDENT JOURNALISTS. Allows student journalists at public schools to exercise freedom of speech and freedom of the press in school-sponsored media. Takes effect on July 1, 2050.

RELATING TO BULLYING. Requires all entities that provide educational or recreational activities to youth to establish, maintain, and enforce written policies and procedures on bullying, harassment, and retaliation, and provide staff with appropriate annual training, regardless of whether the entity receives any government funding. Takes effect on 7/1/2050.

RELATING TO PREVENTING SCHOOL VIOLENCE. Establishes a pilot program to prevent targeted school violence. Appropriates funds to the office of homeland security for resources to prevent targeted school violence. Takes effect on 7/1/2050. Repeals on 6/30/2024.
