RELATING TO TRANSIENT ACCOMMODATIONS TAX. Amends chapter 237D, Hawaii Revised Statutes, to repeal the misdemeanor for failing to register under chapter 237D and replacing it with a fine structure and to make various technical amendments.

RELATING TO TOURISM. Requires the Hawaii tourism authority to collaborate with the department of accounting and general services to identify an appropriate location for and open a tourism information booth or center in the state capital district to promote tourism and tourist destinations in the capital district. Appropriates funds. Effective 7/1/2099.

RELATING TO TOURISM. Amends the allocation of TAT for operation of a Hawaiian center and a museum of Hawaiian music and dance to also include development of the center and museum.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates TAT revenues into the tourism special fund and appropriates funds for the Hawaii tourism authority (HTA) and Hawaii Lodging and Tourism Association to address homelessness in tourist and resort areas, subject to private matching funds. Requires HTA to report to the 2021 legislature. Effective 7/1/2099.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates funds from TAT revenue directly to the Hawaii Tourism Authority, rather than through the Special Land and Development Fund, to improve certain state resources and services. Requires DLNR to submit an annual list to HTA of proposed projects for the HTA Strategic Plan. Requires HTA to submit an annual report of certain projects undertaken in accordance with the HTA Strategic Plan. Effective on 7/1/2099.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Amends the amount of transient accommodations tax revenues allocated to the counties from a specified sum to capped reimbursements to the county for expenditures related to specified county public services. Appropriates funds to the department of budget and finance for costs and expenses incurred in the development, implementation, or support, including operational costs and costs for necessary staffing, needed to effectuate this measure. Effective 7/1/2099.

RELATING TO HOUSING. Authorizes the Hawaii Public Housing Authority to give preference to persons residing in the zip code in which a low-income or elder housing project is constructed for the housing project's initial tenants or residents. Takes effect on 7/1/2025.

RELATING TO HEMP. Requires the State to seek approval from the federal Department of Agriculture of a state plan to monitor and regulate hemp. Establishes a statutory framework to monitor and regulate hemp. Establishes and appropriates funds for the hemp regulatory special fund. Excludes hemp from the State's prohibitions against marijuana. Appropriates funds to DOA for monitoring and regulating hemp production and CTAHR for hemp research. Takes effective on 7/1/2150.

RELATING TO HEMP PRODUCTS. Requires labels on hemp products. Prohibits unwarranted health-related statements about hemp products. Establishes standards for hemp product manufacturers. Prohibits the manufacture or sale of any food into which a hemp product has been added. Prohibits the sale of hemp products designed to appeal to children. Establishes that a product shall not be considered adulterated or misbranded solely by the inclusion of hemp with certain exceptions. Clarifies that a licensed medical cannabis dispensary is not prohibited from manufacturing, distributing, or selling products that contain hemp, or cannabinoids, extracts, or derivatives from hemp, subject to certain conditions. Prohibits the sale of hemp products to persons under twenty-one years of age. Requires DOH to report to the legislature. Effective 7/1/2050. Sunsets 6/30/2023.

RELATING TO CANNABIS FOR MEDICAL USE. Authorizes medical cannabis dispensaries to distribute cannabis propagules and cuttings to individuals authorized to cultivate cannabis plants for medical use, subject to quantity limits and quality requirements. Effective 7/1/2050.

RELATING TO MEDICAL CANNABIS. Allows for a process to remediate any batch of cannabis or manufactured cannabis product that fails laboratory testing standards so long as any final cannabis or manufactured cannabis product passes all the laboratory standards. Authorizes licensed dispensaries to manufacture and distribute edible cannabis products, under certain conditions, and circulate, sponsor, and promote educational and scientific information and events related to cannabis. Effective 7/1/2050.

RELATING TO CANNABIS FOR MEDICAL USE. Allows primary caregivers, qualifying out-of-state patients, and caregivers of a qualifying out-of-state patient to access the restricted access area within a medical cannabis retail dispensary. Clarifies violations related to medical cannabis dispensaries and makes other conforming amendments to the State's medical cannabis dispensary law. Effective 7/1/2050.

RELATING TO CLEAN AND RENEWABLE ENERGY JOBS. Permits the expenditure of funds from the energy security special fund for the creation of jobs relating to clean and renewable energy generation. Requires the Hawaii clean energy initiative program to develop a plan to increase jobs aligned with the State's transition to a clean energy economy. Appropriates funds. Effective 7/1/2050.

RELATING TO ENERGY RESOURCES. Amends the amount of budget appropriations for energy expenditures that agencies performing energy efficiency or renewable energy system retrofitting are entitled to receive. Repeals the required setting aside of a portion of moneys saved through the retrofitting. Effective 7/1/2050.

RELATING TO FEMININE HYGIENE PRODUCTS. Promotes menstrual equity by providing an exemption from the GET, beginning October 1, 2020, for the sale of feminine hygiene products in the State. Appropriates funds to the DOE to make feminine hygiene products available to students for free on public secondary school campuses. Takes effect on 7/1/2050.
