RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS. Establishes the pacific international space center for exploration systems within the department of business, economic development, and tourism for administrative purposes. Amends the composition of the board of directors of the pacific international space center for exploration systems. Creates an unspecified amount of exempt positions within the pacific international space center for exploration systems. Transfers the rights, powers, functions, and duties of the employees of the pacific international space center for exploration systems to the department of business, economic development, and tourism. Appropriates funds. Takes effect on 7/1/2112. (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Amends chapter 237D, Hawaii Revised Statutes, to repeal the misdemeanor for failing to register under chapter 237D and replacing it with a fine structure and to make various technical amendments.

RELATING TO ENERGY RESOURCES. Amends the amount of budget appropriations for energy expenditures that agencies performing energy efficiency or renewable energy system retrofitting are entitled to receive. Repeals the required setting aside of a portion of moneys saved through the retrofitting. Effective 7/1/2050. (HD1)

RELATING TO THE ENVIRONMENT. Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a 100 per cent light-duty motor vehicle clean fleet by 12/31/2035, and for all light-duty motor vehicles in the State by 12/31/2045. Effective 7/1/2050. (HD2)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Amends the nominating authority of the representatives of the Heeia community development district, Kalaeloa community development district, and Kakaako community development district that serve on the Hawaii community development authority. Effective 7/1/2050. (HD1)

RELATING TO ENERGY EFFICIENCY. Requires an energy audit for all state facilities with an area over 10,000 square feet, except facilities at the Aloha Stadium, by 1/1/2022, and dates for energy efficiency implementation. Beginning 7/1/2020, allow for new state building construction to utilize post-industrial carbon dioxide mineralized concrete, or other materials that reduce the carbon footprint of the project where feasible and cost-effective, have twenty-five per cent of its accompanying parking lot be electric vehicle charger ready. Authorizes the Hawaii state energy office to access utility bills and energy usage data for state-owned buildings and make the data publicly available. Takes effect on 7/1/2050. (HD2)
