RELATING TO RENEWABLE ENERGY TECHNOLOGIES TAX CREDITS.
Amends the renewable energy technologies income tax credit to include commercial seawater air conditioning systems.

RELATING TO ENERGY.
Authorizes the Hawaii state energy office to enter into contracts with certain non-profit organizations to create a plan and administer moneys in the energy security special fund.  Increases the amount of funds deposited into the energy security special fund from the state environmental response, energy, and food security tax.

RELATING TO RENEWABLE ENERGY.
Requires the Governor; Department of Business, Economic Development, and Tourism; and the Hawaii State Energy Office to develop a strategic plan that outlines benchmarks to achieve a 100% renewable energy portfolio standard.  Requires the Department of Business, Economic Development, and Tourism to submit the strategic plan to the Legislature before the Regular Session of 2021.
