      Status & Testimony

RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS.

Establishes an annual surcharge on property taxes on parcels within an infrastructure improvement district that are sold or developed after an appropriation is made to improve the infrastructure of that district.  Authorizes the counties to retain a portion of the surcharge for administrative expenses.  Exempts from the surcharge parcels that do not change ownership.

Appropriates funds for certain transit-oriented development projects.

Requires the Department of Business, Economic Development, and Tourism to make a public disclosure identifying the taxpayers receiving tax credits for specific economic activities.

RELATING TO THE HAWAII FILM AND CREATIVE INDUSTRIES DEVELOPMENT SPECIAL FUND.

Makes an appropriation out of the Hawaii Film and Creative Industries Development Special Fund.  Makes a housekeeping, technical amendment to section 201-113, Hawaii Revised Statutes.

RELATING TO MAKING AN EMERGENCY APPROPRIATION TO THE STADIUM AUTHORITY.

Makes an emergency appropriation to provide funds for the Stadium Authority for payroll, various repair and maintenance costs, contracts for services, and operating equipment.  Effective upon approval.

RELATING TO THE STADIUM AUTHORITY.

Adds two more members to the Stadium Authority that shall consist of a resident of Aiea or Halawa and a resident of Foster Village, Crosspointe, or Alii Plantation.

Establishes the state commission on surfing.

Requires transient accommodations operators to provide training, signage, and reporting policies to employees regarding human trafficking awareness.
