RELATING TO WIND ENERGY FACILITIES. Establishes a one-mile setback from the nearest existing farm dwelling or residential dwelling unit for wind energy facilities in agricultural districts.

RELATING TO CONSTRUCTION WASTE. Requires the Department of Health to convene a construction waste reuse and recycling working group to determine how to implement a requirement for the reuse, recycling, or donation of construction waste.

RELATING TO ENERGY. Requires the Hawaii State Energy Office, in consultation with DOH, to conduct a comprehensive study of the disposal and recycling of solar panels. Requires an interim report and a final report to the legislature. Appropriates funds for study.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Repeals the deposit beverage container program. Makes conforming statutory amendments relating to the deposit beverage container program and deposit beverage container deposit special fund. Effective 1/1/2021.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER FEE. Annually adjusts the deposit beverage container fee based upon percentage changes in the Consumer Price Index for the Honolulu area.

RELATING TO SOLID WASTE MANAGEMENT. Requires residential and commercial solid waste be separated by source to be processed at appropriate facilities. Establishes a 2030 waste stream reduction goal. Appropriates funds to the counties for solid waste management programs.

RELATING TO SOLID WASTE MANAGEMENT. Establishes the solid waste management research and development special fund. Sets aside 1% of general revenues collected by the State each fiscal year to be deposited into the solid waste management research and development special fund. Requires the Department of Health to use moneys in the solid waste management research and development special fund for research and development into solid waste management. Requires the department to submit biennial reports to the Legislature.

RELATING TO CRITICAL ELECTRICAL INFRASTRUCTURE. Establishes the offense of criminal trespass on critical electrical infrastructure.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Establishes the Environmental Impact Statement Hub as a hearing and notification website within the Office of Environmental Quality Control to notify the public of current and upcoming Environmental Impact Statement hearings, public comment periods, and allowing comments to be submitted online. Appropriates funds.

RELATING TO RESIDENTIAL REAL PROPERTY. Requires that residential real estate purchase contracts provide a time period for the inspection of cesspools and septic tanks and for the review of building permits and final inspections. Authorizes buyers to seek compensation to cover the costs of remedying unpermitted work that was not disclosed by the seller. Authorizes fines.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
