RELATING TO A COAL-FREE HAWAII. Prohibits the issuance or renewal of covered source air permits for coal-burning electricity generation facilities after 12/31/2022. Prohibits the approval of a new, modified, or renewed power purchase agreement for electricity generated from coal after 6/30/2020.

RELATING TO ENERGY EFFICIENCY. Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products and establish or amend appliance efficiency standards in certain situations. Regulates the appliance efficiency standards for air purifiers and portable electric spas.

RELATING TO ENERGY EFFICIENCY. Requires an energy audit for all state facilities by July 1, 2021, and begin to address the audit results by January 1, 2022. Requires a report of the results of the audit to the legislature. Beginning July 1, 2020, requires the design of new state building construction to allow for the building to be a net zero capable structure, use post-industrial carbon dioxide mineralized concrete where cost-effective, have 25% of its accompanying parking lot be electric vehicle charger ready, and account for projected costs of utility bills when making decisions about the most cost-effective building design. Requires public buildings to be benchmarked beginning on July 1, 2021, and requires benchmarking data to be maintained by the Hawaii state energy office in a publicly available format. Requires equipment and systems to be assessed for energy efficiency every five years.

RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES. Requires the office of solid waste management to establish a recycling facility grant program to incentivize recycling in the State. Appropriates funds.

RELATING TO ENERGY RESOURCES. Repeals authorization for agencies that perform energy efficiency retrofitting to receive budget appropriations for energy expenditures at an amount that does not fall below the pre-retrofitting energy budget or to set aside a portion of the moneys saved through efficiency and renewable energy system retrofitting to pay for any costs directly associated with administering energy efficiency and renewable energy system retrofitting programs.

RELATING TO CLEAN AND RENEWABLE ENERGY JOBS. Permits the expenditure of funds from the energy security special fund for the creation of jobs relating to clean and renewable energy generation. Requires the Hawaii clean energy initiative program to develop a plan to increase jobs aligned with the State's transition to a clean energy economy. Appropriates funds.

RELATING TO THE UNDERGROUND CONSTRUCTION OF HIGH-VOLTAGE ELECTRIC TRANSMISSION LINES. Eliminates the requirement for a public utility to seek PUC approval for the underground construction of high-voltage electric transmission lines if certain conditions are met.

RELATING TO HYDROFLUOROCARBONS. Preserves preexisting federal regulations on the use of hydrofluorocarbons in state law. Phases out hydrofluorocarbons in favor of alternatives with lower global warming potential. Establishes a preference for products that do not contain hydrofluorocarbons in the state procurement code. Directs the State Energy Office and the Environmental Management Division of the Department of Health to study how to increase the use of refrigerants with low global warming potential, reduce the use of hydrofluorocarbons, and recommend how to fund, structure, and prioritize a state program that incentivizes or provides grants to support the elimination of legacy uses of hydrofluorocarbons.

RELATING TO ENERGY FINANCING FOR STATE AGENCIES. Amends and expands the purpose of the $50,000,000 revolving sub-fund for state agencies and also includes the electrification of fleet vehicles.

RELATING TO THE ELECTRIC VEHICLE CHARGING STATION REBATE PROGRAM. Appropriates funds for the electric vehicles charging systems rebate program.

RELATING TO GREENHOUSE GAS EMISSIONS REDUCTION. Requires the Hawaii State Energy Office to conduct a study to provide recommendations for a comprehensive approach to the development of electric vehicle infrastructure. Appropriates moneys.
