RELATING TO ENVIRONMENTAL PROTECTION. Prohibits all harvesting of aquatic life for commercial aquarium purposes, regardless of the method of collection.

RELATING TO ENVIRONMENTAL PROTECTION. Requires the Department of Land and Natural Resources to adopt rules to protect herbivorous fish in all state waters.

RELATING TO COASTAL ZONE MANAGEMENT. Defines "coastal hazards" and "beaches" and includes specific references to "coastal dunes" to clarify CZM policies in chapter 205A, HRS, including special management areas, shoreline setbacks, and variances.

RELATING TO CLIMATE CHANGE. Establishes the Honolulu Shoreline Climate Protection Pilot Project. Requires the Hawaii Climate Change Mitigation Adaptation Commission to develop a comprehensive plan to protect urban Honolulu from the risk of coastal disaster events. Anticipates use of the plan as a model for the State. Appropriates funds. Repeals 6/30/2022.

RELATING TO SEA LEVEL RISE. Directs the Hawaii Climate Change Mitigation and Adaptation Commission to address areas already impacted by sea level rise, identify vulnerable critical public infrastructure, create a plan for mitigating and adapting to sea level rise, and provide policy direction to the legislature on funding and strategies to address the impacts of climate change on the State. Appropriates funds.

RELATING TO SEA LEVEL RISE. Requires the Hawaii climate change mitigation and adaptation commission to conduct certain activities to address the impacts of sea level rise and report to the legislature before the 2022 regular session. Appropriates funds for the commission's activities and extends the lapse date to June 30, 2022.

RELATING TO SUSTAINABILITY. Establishes a statewide sustainability division within the office of planning to ensure long-term planning, coordination, and implementation of Hawaii's sustainability goals and policies. Appropriates funds.

RELATING TO A HAWAII GREEN NEW DEAL. Requires the sustainability coordinator of the office of planning to complete a study on implementing a green new deal for the State. Requires the study to identify federal and international polices; review Hawaii's environmental, economic, and cultural response to the green new deal; and determine cost-effective opportunities for Hawaii to implement the green new deal.

RELATING TO THE OFFICE OF PLANNING. Updates and reaffirms the role of the office of planning to coordinate among state agencies regarding climate change adaptation and sustainability.

RELATING TO THE STATE PLAN. Establishes green infrastructure priority guidelines within the state plan to improve the quality of life for residents and visitors. Adds "increase outdoor public green spaces", "connect outdoor public green spaces with existing trails", and "increase urban tree canopy" as objectives and policies for the physical environment. Requires the Hawaii Climate Change Mitigation and Adaptation Commission to submit a report to the Legislature making recommendations for implementing the green infrastructure priority guidelines established by this measure.
