Amends the minimum qualifications for nominees to the State Public Charter School Commission to require residency in the State.  Provides that commission members may be reimbursed for necessary and reasonable travel expenses incurred in the conduct of official commission business.  Takes effect on 7/1/2050.  (HD1)

Expands the requirement that the Board of Education release from school attendance students observing holy days to also include the observation of other religious practices.  Takes effect on 7/1/2050.  (HD2)

RELATING TO EDUCATION.

Requires the BOE to include evaluation of the most current strategic plan indicators as a component of the superintendent of education's annual performance evaluation.  Requires improvements in at least one-half of those indicators for any salary increase for the superintendent.  Takes effect on 7/1/2050.  (HD2)

RELATING TO EARLY LEARNING.

Establishes an early childhood educator stipend program to be administered by the executive office on early learning to address the shortage of qualified early childhood educators in Hawaii.  Appropriates funds.  Takes effect on 7/1/2050.  (HD1)

Establishes within the department of education the workforce development coordinator position.  Specifies duties of the coordinator and P-20 agriculture education working group.  Appropriates funds.  Takes effect on 7/1/2050.  (HD1)

RELATING TO PREVENTING SCHOOL VIOLENCE.

Establishes a pilot program to prevent targeted school violence.  Appropriates funds to the office of homeland security for resources to prevent targeted school violence.  Takes effect on 7/1/2050.  Repeals on 6/30/2024.  (HD2)
