Establishes a workforce readiness diploma program within the department of education adult community schools program.  Appropriates funds.

      Status & Testimony

MAKING AN EMERGENCY APPROPRIATION TO THE STATE PUBLIC CHARTER SCHOOL COMMISSION.

Makes an emergency appropriation to provide funds for the state public charter school commission to pay the claim and settlement amount pursuant to Miller-Potter v. State of Hawaii, et al., Civil No. 16-1-0385K.

RELATING TO CHARTER SCHOOLS.

Amends the performance framework requirements for charter schools.  Amends authorizers' reporting and audit requirements.  Amends authorizers' responsibilities in reviewing charter applications.

RELATING TO INTERSCHOLASTIC ATHLETIC ASSOCIATIONS.

Designates the interscholastic athletic associations for each county in the State.  Appropriates funds to support the interscholastic athletic associations for each county in the State.

RELATING TO EDUCATION.

Requires the Department of Education to establish and administer an ocean safety and stewardship education program for all fourth grade students.

RELATING TO SCHOOLS.

Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with an industry-recognized associate's degree to complement the student's high school diploma.  Appropriates moneys to develop and implement the program, including (2.0) FTE Educational Specialist II staff positions and (7.0) FTE District Office Teachers.

RELATING TO EDUCATION.

Establishes industry certificate awards and appropriates funds to the DOE to incentivize public high schools to encourage students to obtain industry-recognized certifications.  Requires the DOE to submit an annual report containing specified information about the progress of the incentivization.

RELATING TO EDUCATION.

Deems student interns to be employees of the State of Hawaii when acting for an agency; allows the Department of Education to transfer revenue from school commercial enterprises to other department funds.

Requires the Board of Education to offer no less than three credits of professional development courses, classes, or other programs annually to each teacher at no cost to the teacher.

Requires the department of education to establish a plant-based food and beverage program to award funds to participating public schools who serve meals that include plant-based food options or plant-based milk options, under certain conditions.  Appropriates funds.

Requires the Department of Education to develop and implement a statewide arts education curricula plan for all grades.  Requires the department to ensure that each public high school offers at least one art course during each school year.
