RELATING TO TAXATION.
Provides an income tax exclusion for certain public school teachers who earn
$60,000 or less per year. Defines eligible teachers as school teachers,
special education teachers, school librarians and school counselors employed
by the DOE or a charter school.

RELATING TO LOAN FORGIVENESS FOR EARLY CHILDHOOD EDUCATION
PROFESSIONALS.
Adds early childhood education students to the Hawaii educator loan program
to allow the education loans of those individuals to be forgiven after an
appropriate number of years teaching in early childhood education.
Appropriates funds.

RELATING TO SERVICE-LEARNING.
Requires the Department of Education to implement a service-learning
curriculum to develop student character, values, self-esteem, civic
responsibility, and knowledge of local community issues and concerns though
community service volunteer work.

Broadens the scope of profit-making activities pupils can engage in at
schools to include commercial enterprises.

RELATING TO SAFETY EQUIPMENT.
Requires Department of Education school football programs to ensure that each
non-new football helmet used in a football program is reconditioned and
recertified at least once every 2 years. Establishes fines and other
penalties for failure to properly recertify football helmets. Establishes
the football helmet recertification special fund.
