RELATING TO TIME SHARES. Requires that a plan manager or board of directors keep an accurate and current list of the names, mailing addresses, and electronic mail addresses of board members and time share owners association members. Requires the list of board members and association members to be made available to owners under certain terms and for reasonable costs.

RELATING TO TIME SHARING. Amends the information required to be in a time share disclosure statement, under certain circumstances. Amends the information required to be on a developer registration renewal application. Expands the information developers are not required to include on a developer registration renewal application. Limits the copies of documents developers are required to submit in a developer registration renewal application. Requires developers to submit copies of supplementary plan documents of the time share plan. Allows for submission of certain document in electronic form.

RELATING TO CONDOMINIUMS. Requires managing agents of condominiums to confirm the eligibility of candidates for board elections and the authority of proxy assignments.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT ACT. Allows a landlord or landlord's agent to charge an application screening fee as part of the applicant screening process for renting residential property. Limits the amount that may be charged for an application screening fee. Requires the landlord or landlord's agent to return any unauthorized fee amounts to the applicant.

RELATING TO PROPERTY MANAGEMENT. Requires a property manager of a cooperative housing corporation, planned community association, or condominium to be certified in property management by a nationally recognized body.

RELATING TO THE MORTGAGE LOAN RECOVERY FUND. Expands the pool of persons eligible to receive restitution from the Mortgage Loan Recovery Fund.

RELATING TO THE PEER REVIEW OVERSIGHT COMMITTEE. Clarifies the role of the Board of Public Accountancy in selecting members to serve on the Board's Peer Review Oversight Committee.

RELATING TO CONTRACTORS. Specifies that the performance of any new work in the craft or trade of structural steel contractors shall not be considered incidental and supplemental.

RELATING TO THE CONTRACTORS RECOVERY FUND. Increases the monetary amount an injured homeowner may recover from the Contractors Recovery Fund.

RELATING TO CEMETERY AUTHORITY EXEMPTION. Clarifies that churches granted an exemption under section 441-22.1, Hawaii Revised Statutes, are exempt from all requirements of chapter 441, Hawaii Revised Statutes, and that other exempted entities shall comply with any provision of this chapter upon order of the Director of the Department of Commerce and Consumer Affairs.

RELATING TO CEMETERIES. Allows any cemetery authority to be exempted from licensing, bonding, and fee requirements when selling or offering use of its property or portion thereof for the inurnment of cremated remains of its members, adherents, and their families.

RELATING TO UTILITY TRANSMISSION LINES. Exempts a public utility from seeking approval from the public utilities commission to place, construct, erect, or build a high-voltage electric transmission system under certain circumstances.

RELATING TO USED MOTOR VEHICLES. Requires a used motor vehicle dealer to deliver at least two operable sets of keys, including keys fobs, to the consumer at the time of sale. Includes keys and key fobs as covered parts under required written warranties.
