Clarifies that the practicum internship experience requirement shall be included with the course work in counseling requirement for mental health counselors.  Clarifies the supervision requirements of licensure for mental health counselors by permitting applicants to fulfill all or part of their face-to-face clinical supervision requirement by a videoconference service.

RELATING TO HEALTH.

Establishes licensure requirements for school psychologists to be administered by the board of psychology.  Amends the composition of the board to include 2 school psychologists.

RELATING TO SPORTS MEDICINE.

Provides a limited exemption from state licensure requirements to out-of-state physicians who accompany a sports team to a specific sporting event in Hawaii or are invited to provide services at a national sport training center, event, or competition in Hawaii, if certain conditions are met.  Requires out-of-state physicians to provide notice to the Hawaii medical board.

Clarifies the definition of the practice of medicine to provide uniformity of practice for both medical and osteopathic physicians.

RELATING TO MEDICAL SERVICE BILLING.

Establishes billing requirements for unanticipated medical billing and unanticipated coverage gaps of patients for out-of-network emergency services received from non-participating providers.  Specifies the circumstances in which health care providers and facilities can bill health carriers and enrollees for health intervention services that are medical necessities.  Effective 1/1/2021.

Amends various portions of Hawaii Revised Statutes title 24 to update and improve existing Insurance Code provisions.

Requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for the cost of auto-injectable epinephrine for insured persons eighteen years of age or younger, beginning 1/1/2021.

RELATING TO PHARMACY BENEFIT MANAGERS.

Ensures the community health system remains financially viable in the face of healthcare value transformation; ensures access to quality and affordable prescription drugs by vulnerable populations served by community health centers, special needs clinics and other nonprofit healthcare entities covered by the federal 340B pharmacy program.

Amends the newborn hearing screening statute to mandate reporting of diagnostic audiologic evaluation results to improve hearing follow-up of infants.  Updates definitions and terminology.

RELATING TO ASBESTOS.

Clarifies that work practice standards and notification requirements for the demolition and renovation of facilities containing asbestos apply to single-family residences.  Requires the Department of Health to amend its administrative rules in accordance with this Act.
