RELATING TO TIME SHARING.

Provides purchasers of time shares with rescission rights if there is a material change to the information contained in the disclosure statement.  Requires developers to provide notice to the purchaser regarding any pertinent or material change made to the disclosure statement.

      Status & Testimony

RELATING TO LICENSING.

Clarifies that a motor vehicle dealer or salesperson license may be suspended, revoked, or denied if the dealer or salesperson withholds the return of a buyer's downpayment or trade-in when the buyer's motor vehicle purchase or lease agreement is contingent upon financing of the purchase, and pursuant to the financing or credit application signed at the time of purchase, the buyer was unable to qualify.

RELATING TO THE PHYSICAL THERAPY PRACTICE ACT.

Clarifies the scope of practice for licensed physical therapists to include the practice of dry needling.  Expands other competence related activities to include certain dry needling specific knowledge.

RELATING TO HEALTH.

Places a cap on the total amount that an insured is required to pay for a prescription insulin drug at $100 per thirty-day supply of that drug.

RELATING TO PHARMACY BENEFIT MANAGERS.

Establishes business practice and transparency reporting requirements for pharmacy benefit managers.  Replaces the registration requirement for pharmacy benefit managers with a licensing requirement.  Increases penalties for violations of the pharmacy benefit managers law.  Effective 1/1/2021.

SB 2280

      Status & Testimony

RELATING TO PHARMACY BENEFIT MANAGERS.

Prohibits pharmacy benefit managers from engaging in self-serving business practices.  Replaces registration requirement with license requirement for pharmacy benefit managers.  Increases pharmacy benefit manager reporting requirements to the insurance commissioner.  Increases application and renewal fees and penalties for failure to renew a license.

SB 2276

      Status & Testimony

RELATING TO PRESCRIPTION DRUGS.

Requires drug manufacturers to notify prescription drug benefit plans and pharmacy benefit managers if a proposed increase in the wholesale price of certain drugs would result in a sixteen per cent or more price increase over a two‑year period.  Requires the drug manufacturer to identify and report to the insurance commissioner information on certain drugs whose wholesale acquisition cost increases by a certain amount during a specified time frame.  Imposes fines.
