RELATING TO AGRICULTURAL LANDS.

Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure agricultural lands that are organized under a condominium property regime are used for agricultural purposes.

RELATING TO WATER POLLUTION.

Amends the definition of "variance" under water pollution statutes.  Prohibits permits to be issued for continuing discharge of point source pollution into highest quality waters, except for temporary construction.  Allows the director to grant a variance pursuant to chapter 342D.  Provides that in all variance proceedings the burden of proof is on the applicant.  (SD1)

RELATING TO INDUSTRIAL HEMP DERIVED PRODUCTS.

Establishes a regulatory framework for products containing CBD that were manufactured legally through approved government programs.  Clarifies that these products are not considered adulterated food, beverage, or cosmetic products.  Prohibits manufacturers from making health related claims.  Requires product labeling for the products to be legally allowed in the State.  Takes effect 7/1/2050.  (SD1)

RELATING TO MEDICAL CANNABIS.

Prohibits an employer from discriminating against a person in hiring, termination, or condition of employment based on the person's status as a medical cannabis cardholder, under certain conditions.  Specifies that an employer may use a fit for duty test as a tool for medical cannabis users in potentially dangerous occupations.  (SD1)

RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT.

Establishes The Uniform Employee and Student Online Privacy Protection Act that adopts uniform laws on protecting the online accounts of employees, prospective employees, unpaid interns, applicants, students, and prospective students from employers and educational institutions.

RELATING TO MOTOR VEHICLES.

Requires certain tow operators to provide a written disclosure of certain information and an itemization of charges prior to attaching a disabled vehicle to the tow truck in certain circumstances.  (SD1)

RELATING TO FIRE PROTECTION.

Requires the builders of new dwellings to provide buyers with information on the benefits and costs associated with installing and maintaining a residential fire sprinkler system.  Requires the Department of Commerce and Consumer Affairs Professional and Vocational Licensing Division to develop a standard form for this purpose.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a vulnerable coastal property purchaser statement to be executed by the purchaser or transferee with the sale or transfer of vulnerable coastal real estate.  Effective 12/31/33.  (SD1)

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area.  Effective 12/31/33.  (SD1)
