RELATING TO SECONDHAND DEALERS. Clarifies that the secondhand dealers law applies to a secondhand dealer's operation of an automated recycling kiosk.

RELATING TO THE STATE FIRE CODE. Amends the process for adoption of the state fire code to conform with other Hawaii state building codes.

RELATING TO FIRE PROTECTION. Establishes a tax credit of 30% of the actual cost, including installation, materials, water and permitting fees, and any related charges, of an automatic fire sprinkler system in any one- and two-family dwelling in a structure used only for residential purposes. RELATING TO NOTARIAL ACTS. Codifies into Hawaii's existing notary public law relevant portions of the Revised Uniform Law on Notarial Act, including provisions to allow notarial acts utilizing electronic documents with electronic signatures and seal, without requiring the signatory to be physically present before the notary public.

RELATING TO NONDEPOSITORY TRUSTS. Establishes provisions concerning nondepository trust companies.

RELATING TO THE MODEL STATE RIGHT-TO-REPAIR LAW. Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms.

RELATING TO TOWING. Clarifies meaning of existing statute relating to towing of abandoned vehicles by adding definitions; requires tow and storage companies to accept credit cards; includes penalties consistent with unfair practices per Section , Hawaii Revised Statutes.

RELATING TO INSURANCE. Amends various portions of Hawaii Revised Statutes title 24 to update and improve existing Insurance Code provisions.

RELATING TO TOBACCO PRODUCTS. Establishes the offense of unlawful shipment of tobacco products. Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective January 1, 2021.

RELATING TO RENTAL MOTOR VEHICLE MARKETPLACE FACILITATORS. Deems rental motor vehicle marketplace facilitators to be the lessors and operators for purposes of rental motor vehicle and tour vehicle surcharge tax under chapter 251, Hawaii Revised Statutes.
