RELATING TO HEALTH. Establishes and appropriates funds for one full-time equivalent (1.00 FTE) permanent veterinary medical officer position within the department of health.

RELATING TO INVASIVE SPECIES. Appropriates funds for one full-time equivalent (1.0 FTE) extension agent position for the Hawaii Ant Lab West Hawaii Office.

RELATING TO AGRICULTURE. Temporarily authorizes the Board of Agriculture to decide on a case-by-case basis which entities qualify for a non-agricultural park lease. Establishes conditions and qualifications for a lease. Sunsets 6/30/2025.

RELATING TO WILDLIFE. Requires all habitat conservation plans to include an agreement for plan participants to enter into and maintain an annual service contract with a stand-by and response facility available to provide emergency medical and rehabilitation services to native wildlife affected by activities undertaken within the plan area.

RELATING TO THE ENVIRONMENT. Authorizes the agricultural development and food security special fund to be used to award grants to individuals proposing to engage in afforestation, reforestation, soil carbon sequestration, or local organic plant food production in the State. Requires the department of agriculture to submit a listing of grants and amounts granted to persons who engaged in afforestation, reforestation, soil carbon sequestration, or local organic plant food production in the State.

RELATING TO AGRICULTURE. Establishes the agricultural theft enforcement program and agricultural theft enforcement special fund within the Department of Agriculture. Authorizes the Board of Agriculture and agricultural theft enforcement officers to exercise police powers. Extends to the agricultural theft enforcement program the applicability of certain statutory provisions relating to the law enforcement officer independent review board; possession of electric guns; the law enforcement standards board; emergency vehicles; and worker's compensation for volunteer emergency response personnel. Authorizes the use of funds in the agricultural development and food security special fund for protection of agricultural resources. Appropriates funds.

RELATING TO AGRICULTURAL BUILDINGS. Increases the maximum area for each agricultural shade cloth structure, cold frame, and greenhouse that could qualify the structure for an exemption from building permit and building code requirements.

RELATING TO VETERINARIANS. Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship, immunity from civil liability in the absence of gross negligence. Requires veterinarians to report to law enforcement events of animal injury, death, or abuse where there is reasonable cause to believe that it relates to dog fighting or animal abuse and gives veterinarians immunity for civil liability for making the reports.

RELATING TO AGRICULTURE. Appropriates funds for the GoFarm Hawaii program. Requires GoFarm Hawaii to provide the Chairperson of the Board of Agriculture with an annual report of the program's goals and a semi-annual report outlining program outputs and outcomes.

RELATING TO MEASUREMENT STANDARDS. Prohibits certain food labeling practices with regard to foods with non-genetically-modified-organisms, organic foods, and gluten-free foods.

RELATING TO PESTICIDES. Requires the Department of Agriculture to prepare and submit an annual report concerning pesticide use. Increases fines for pesticide use violations.
