Provides that all animal parts, products, or items containing prohibited animal parts or products involved in the commission of wildlife trafficking or certain hunting offenses shall be considered contraband to be forfeited to and disposed of by the State.  (HD1)

RELATING TO CESSPOOL CONVERSION.

Establishes a cesspool compliance pilot grant project to assist low- and moderate-income property owners with the costs of upgrading or converting a cesspool.  Applies to cesspools identified as failing by the Department of Health.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO STATEWIDE COMPOSTING.

Requires DOH to adopt rules to establish a classification system for composting facilities or operations for the purposes of regulating them for health purposes.  Allows composting and co-composting in the agricultural district, including on lands with class A or B soils.  Effective 7/1/2050.  (HD1)

RELATING TO THE ENVIRONMENT.

Requires agencies allotted a portion of the environmental response, energy, and food security tax to consider actions in achieving the zero emissions clean economy target and climate change resilience.  Requires these agencies to report on how expenditures from these special funds support achieving the zero emissions clean economy target and climate change resilience.  Effective 7/1/2050.  (HD1)
