A BILL FOR AN ACT

 

 

RELATING TO THE HAWAIIAN LANGUAGE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The office of Hawaiian affairs shall convene a task force for the purpose of developing policies, procedures, and recommendations for the appropriate use of the Hawaiian language in state and county documents and letterhead.  The office of Hawaiian affairs shall provide administrative support to the task force as needed and shall coordinate the meetings and activities of the task force.

     The task force shall be composed of an equal number of native speakers of Hawaiian as a first or primary language and Hawaiian speakers who have acquired the language as a second or subsequent language through academic or other study.  Task force members shall be selected and invited to participate by the office of Hawaiian affairs.

     A representative of the office of Hawaiian affairs shall chair the task force.

     Task force members shall serve without compensation and no member of the task force shall be made subject to section 84-17, Hawaii Revised Statues, solely because of that member's participation on the task force.

     The task force shall:

     (1)  Determine appropriate cultural, academic, historical, sociological, or other sources for authenticating and verifying the appropriate usage and syntax of Hawaiian language for purposes of state and county documents, letterhead, emblems, and symbols; and

     (2)  Establish a process for the review of Hawaiian language documents, letterhead, emblems, and symbols.

     The task force shall cease to exist on June 30, 2020.

     SECTION 2.  The office of Hawaiian affairs shall submit a report to the legislature of the task force's determination of appropriate sources for authenticating and verifying the appropriate usage and syntax of Hawaiian language used in state or county documents, letterhead, emblems, and symbols and the process established for the review of Hawaiian language documents, letterhead, emblems, and symbols.  The office of Hawaiian affairs shall submit its report, which shall include findings, recommendations, and any proposed legislation, no later than twenty days prior to the convening of the 2020 regular session.

     SECTION 3.  This Act shall take effect on July 1, 2050.
