A BILL FOR AN ACT

 

 

relating to motor vehicles.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to part III to be appropriately designated and to read as follows:

     "§286-    Vehicle disposal fee.  (a)  All motor vehicles in the State shall be subject to a one-time vehicle disposal fee of $          .  The vehicle disposal fee on a new vehicle shall be paid at the time of the sale, lease, or other transfer by a manufacturer or dealer of new motor vehicles.  The vehicle disposal fee for a vehicle brought into the State shall be paid at the time of registration in the State.  Payment of the vehicle disposal fee shall be the responsibility of the transferee or the person registering the vehicle.

     (b)  All the proceeds from the vehicle disposal fee shall be deposited into the general fund of the county in which the motor vehicle is purchased; provided that the proceeds shall be used for the disposition of abandoned vehicles."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 for the disposition of abandoned vehicles by the counties; provided that the sum appropriated shall be allocated as follows:

     (1)  $           to the city and county of Honolulu;

     (2)  $           to the county of Hawaii;

     (3)  $           to the county of Kauai; and

     (4)  $           to the county of Maui.

     The sum appropriated shall be expended by the appropriate county for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2020.
