A BILL FOR AN ACT

 

 

RELATING TO LONG TERM CARE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that virtually all of Hawaii's elderly population would prefer to age-in-place at home rather than in a care home or institution, and that many elders will require intensive services and caregiving at the end of their lives.  The legislature passed S.B. No. 3255, S.D. 2, H.D. 2, C.D. 1, enacted as Act 224, Session Laws of Hawaii 2008, to address these issues.  The Act established long term care policy goals, guiding principles, and a long term care commission to identify needed reforms of the long term care system including a five-year plan.  The long term care commission expired in 2010.

     The purpose of this Act is to require the executive office on aging to assess progress made toward the identified policy goals of the long term care commission and establish further recommendations going forward to meet the goals.

     SECTION 2.  The executive office on aging shall:

     (1)  Assess the progress made toward attaining the policy goals identified by the long term care commission pursuant to Act 224, Session Laws of Hawaii 2008;

     (2)  Formulate recommendations to further work toward meeting the policy goals; and

     (3)  Submit a report of its findings and recommendations to the legislature no later than twenty days prior to the convening of the 2022 regular session.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 for the executive office on aging to carry out the tasks set forth in section 2 of this Act.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
