A BILL FOR AN ACT

 

 

relating to the governor's coordinator on native hawaiian advancement.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 26, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§26-     Governor's coordinator on Native Hawaiian advancement; establishment; responsibilities.  (a)  There is established a governor's coordinator on Native Hawaiian advancement.

     (b)  The governor's coordinator on Native Hawaiian advancement shall be nominated and, by and with the advice and consent of the senate, appointed by the governor, for a term to expire at the end of the term for which the governor was elected.  This position shall be subject to the vacancy, removal, and temporary appointment provisions of sections 26‑31, 26‑32, and 26‑33.

     (c)  The governor's coordinator on Native Hawaiian advancement shall organize, manage, and oversee the coordination of statewide efforts to advance Native Hawaiian priorities.  The governor's coordinator on Native Hawaiian advancement shall:

     (1)  Serve as the principal officer in state government responsible for the performance, development, and oversight of programs, policies, and activities relating to Native Hawaiian advancement;

     (2)  Coordinate with the mayor of each county to ensure statewide coordination, minimum duplication of efforts, and monitor and benchmark progress;

     (3)  Formulate, and advise the governor on the implementation of, a unified ten-year statewide plan to address Native Hawaiian advancement in all counties;

     (4)  Recommend policy, regulatory, and statutory changes, and identify resource strategies for the successful execution of the ten-year plan;

     (5)  Assemble accurate fiscal and demographic information to support policy development and track outcomes; and

     (6)  Report annually to the legislature, and the mayor of each county on the progress of their activities, including formulation and progress of the ten-year plan no later than twenty days prior to the convening of each regular session.

     (d)  The governor's coordinator on Native Hawaiian advancement may:

     (1)  Employ persons exempt from chapters 76 and 89; and

     (2)  Adopt rules pursuant to chapter 91 necessary for the purposes of this section.

     (e)  The office of the governor shall provide office space to the governor's coordinator on Native Hawaiian advancement and related staff."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021:

     (1)  To establish the governor's coordinator on Native Hawaiian advancement as a full-time equivalent position; and

     (2)  For other expenses of the governor's coordinator on Native Hawaiian advancement, including the hiring of necessary staff.

     The sum appropriated shall be expended by the office of the governor for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2020.
