RELATING TO EDUCATION. Beginning with the 2020-2021 fiscal year, reduces from 6.5% to 5.0% the portion of the total Department of Education operating budget that may be expended for the department's administrative expenditures. Increases the percentage of appropriations for the total budget of the department that principals may expend, from 70% to 75%. Effective 7/1/2050. (SD1)

RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE. Requires the Department of Education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the Department's website relating to school repair and maintenance projects. RELATING TO THE SCHOOL-LEVEL MINOR REPAIRS AND MAINTENANCE SPECIAL FUND. Clarifies that the school-level minor repairs and maintenance special fund shall be used only to fund minor repairs and maintenance. Effective 7/1/2050. (SD1)

RELATING TO THE BOARD OF EDUCATION. Requires that the Board of Education hold at least two community meetings each year in each county to receive public input on public education and public library issues. Removes restriction on community meetings to allow the meetings to be held for the purpose of formulating educational policy. Exempts community meetings from certain requirements. Requires the Board of Education to video record community meetings and make video recordings available. Effective 7/1/2050. (SD2)

RELATING TO EDUCATION. Establishes and appropriates funds for a school meal subsidy program within the department of education to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the free and reduced price lunch program, subject to income eligibility. RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES. Requires the comptroller's annual report to the governor and the legislature to include a list of all accounts that were closed by the comptroller and a list of accounts that are still open but that are still open but serving a lapsed program or initiative during the immediately preceding fiscal year.
