RELATING TO ELECTRIC VEHICLES. Limits electric vehicles' (EV) parking fee exemption to four hours. Excludes airports from the EV parking fee exemption. Extends sunset date of Act 168, Session Laws of Hawaii 2012, until EVs are 10 percent of registered vehicles in the State. Requires certain places of public accommodation to make reasonable efforts to maintain EV charging stations in working order. Requires new EV charging systems installed pursuant to the EV charging system requirement to be at least Level 2 and network capable. Effective 7/1/2050. (HD1)

RELATING TO PUBLIC LANDS. Exempts lands set aside by the Governor to the Hawaii Housing Finance and Development Corporation for the primary purpose of developing affordable housing from classification as public land subject to Department of Land and Natural Resources management. Requires lands set aside by the Governor to the Hawaii Housing Finance Development Corporation for the primary purpose of developing affordable housing to be subject to legislative approval prior to the sale or gift of those lands.

RELATING TO TRAFFIC CONGESTION. Requires the Department of Transportation in collaboration with other public agencies, to research and develop methods to reduce traffic congestion and motor vehicle fuel emissions in the State.

RELATING TO GROUND TRANSPORTATION. Prohibits the sale of new motor vehicles that are solely powered by fossil fuels and designed for personal use beginning January 1, 2030, by motor vehicle dealers and salespersons.

RELATING TO CANNABIS FOR MEDICAL USE. Authorizes medical cannabis dispensaries to distribute cannabis propagules and cuttings to individuals authorized to cultivate cannabis plants for medical use, subject to quantity limits and quality requirements. Effective 7/1/2050. (HD1)

RELATING TO FINANCIAL HARDSHIP. Expands the conditions for authorizing a restricted license. Provides judges with greater discretion to adjust the amount owed by a person who violates certain traffic offenses based on the person's inability to pay. Increases the amount of credit given to a contumacious person committed for nonpayment.
