RELATING TO FIREARMS. Prohibits certain individuals who, as a minor, were diagnosed with behavioral, emotional, or mental disorders or adjudicated by the family court to have committed a certain number of crimes of violence from owning firearms unless the person has been medically documented to be no longer either adversely affected by the behavioral, emotional, or mental disorder or deemed a danger to themselves or others. Requires records of these diagnoses or adjudications to be made available to law enforcement officials.

RELATING TO MENTAL HEALTH. Requires the chief of police in a county issuing a firearm permit to conduct a mandatory review of an applicant's mental health records.

RELATING TO PROTECTIVE ORDERS. Permits a law enforcement officer to search a person convicted of violating certain temporary restraining orders or protective orders, including the person's motor vehicle and the person's residence, for firearms without obtaining a search warrant if the law enforcement officer has reason to believe acts of abuse, malicious property damage, or harassment by the person are imminent. Specifies that a seized firearm shall not be used for a subsequent conviction if the original search lacked probable cause but authorizes law enforcement to maintain the firearm until the registered owner can prove the firearm will be safely stored.

RELATING TO FIREARMS AMMUNITION. Requires the licensing of sellers of ammunition, and for the identification and proper permitting of purchasers or possessors of ammunition. Regulates ammunition in the same manner that firearms are regulated.

RELATING TO GUN VIOLENCE PREVENTION. Establishes the Hawaii Gun Violence Prevention Center to assist law enforcement, analyze data, and conduct research necessary to help reduce gun violence. Creates a special fund to support the Center. Appropriates funds.
