Establishes a pilot program within the Aina Mauna legacy program of DHHL to remove and harvest gorse from Mauna Kea and develop it as a marketable product to expand economic opportunities for native Hawaiians.  Requires reports to the legislature.  Appropriates funds.

Directs public school teachers to confiscate electronic cigarettes or electronic cigarette products.  Requires public schools to coordinate with the appropriate county police departments for the proper disposal of confiscated electronic cigarettes or electronic cigarette products.

Establishes Employment First as a state policy for persons with disabilities.  Requires state and county agencies to implement Employment First in hiring and in all programs and services administered or funded by the State or counties.  Applies Employment First principles to Medicaid home- and community-based waiver programs.

Creates a Board of Trustees for the Hawai‘i School for the Deaf and Blind to establish an independent governance structure for the school.

Establishes the Restricted Use Pesticide Disposal Amnesty Program within the Department of Agriculture to provide a one-time, affordable, and environmentally accessible means for the disposal of restricted use pesticides from a bona fide agricultural entity.  Convenes a Restricted Use Pesticide Disposal Amnesty Program Steering Committee to guide and monitor the program.  Appropriates funds.

RELATING TO AGRICULTURAL LANDS.

Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure agricultural lands that are organized under a condominium property regime are used for agricultural purposes.

Clarifies what constitutes reasonable proof for a personal injury protection benefits claim under a motor vehicle insurance policy.  Blanks out amount of interest charged on unpaid personal injury protection benefits claims.  Establishes a monthly penalty for unpaid personal injury protection benefits claims.

RELATING TO PUBLIC SCHOOLS.

Requires the Department of Education to establish food waste and plant-based alternative meal goals by 1/1/2035, as part of the Sustainable Schools Initiative.
