Commencing January 1, 2022, prohibits the issuance of building permits for new multi-unit dwellings that do not include grid-interactive water heater systems.  Requires the PUC to establish standards for the system.

Requires the use of best practices, as identified by DOA and Hawaii Ant Lab, for the treatment of little fire ants by pest control operators.  Authorizes DOA and the pest control board to adopt rules to carry out the requirement.  Requires DOA and the pest control board to post any rules and best practices on their respective websites.

Amends the renewable energy technologies income tax credit by adding a new definition for "eligible utility-scale renewable energy project."  Clarifies the calculation of the income tax credit available to commercial solar energy systems.

Requires the Sea Grant College Program, with the Department of Health, to develop and conduct a two-year comprehensive statewide outreach program that provides science-based information and understanding of sewage contamination sources in nearshore marine areas; increases understanding of sewage capacity needs; and informs all stakeholders of appropriate solutions for cesspool conversion.  Requires the Water Resources Research Center to research wastewater system technologies to determine the most cost-effective way to upgrade cesspools in Hawaii and reduce their impact on drinking water and groundwater.  Appropriates funds.

RELATING TO ALZHEIMER'S DISEASE AND RELATED DEMENTIA.

Requires the department of health to establish an Alzheimer's disease and related dementia training program for care workers whose work involves extensive contact with participants or residents.  Specifies training curriculum and continuing education requirements.  Authorizes the Department of Human Services to negotiate a reimbursement rate to facilities for individuals with Alzheimer's disease and related dementias.  Specifies the percentage by which these reimbursement rates are to be increased.

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions.  Specifies various consumer protection requirements for small dollar loans.  Beginning 1/1/2022, requires licensure for small dollar lenders that offer small dollar loans to consumers.  Specifies licensing requirements for small dollar lenders.  Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program.  Requires check cashers to be registered with DCCA and to offer a voluntary payment plan to customers under certain circumstances.  Establishes the terms of voluntary payment plans.  Clarifies that a customer may only have one outstanding deferred deposit transaction from any source.  Amends notices to customers required of check cashers.  Removes the exemption for persons engaged in the bona fide retail sale of goods or services.  Requires the division of financial institutions of the department of commerce and consumer affairs to conduct an analysis of the regulation of payday lenders and deferred deposit agreements in the State.  Effective July 1, 2021.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 8 OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes an amendment to article III, section 8, of the Constitution of the State of Hawaii to provide that constitutional section shall not be construed to prohibit a member of the legislature from being employed in a faculty member position at the University of Hawaii solely because of the membership in the legislature; provided that the legislature may enact legislation to ensure that work schedules and time demands do not unreasonably conflict.

Prohibits the governor and each county mayor, while holding those offices, to maintain any other employment or receive any emolument, beginning on the sixty-first calendar day after their election or appointment to office.  Specifies that the county ethics boards and commissions have enforcement authority over each respective county mayor.  Specifies that the Hawaii state ethics commission has enforcement authority over the governor.
