Your Committee on
Education, to which was referred S.B. No. 2450 entitled:
"A BILL FOR AN ACT RELATING TO EDUCATION,"
begs leave to report as follows:
The
purpose and intent of this measure is to require Hawaii's public high schools to start no earlier than 8:30 a.m.
Your Committee
received testimony in support of this measure from the Hawaii State Teachers
Association and a private individual. Your
Committee received comments on this measure from the Department of Education.
Your Committee finds
that, historically, elementary and secondary principals have had the
autonomy to work with teachers and staff to create a school environment that addresses
the needs of the whole child, their families, and the community they live in. This includes creating a bell schedule that
best fits their school design.
Your Committee has
amended this measure by making it voluntary for schools to start at any time between
8:00 a.m. and 9:00 a.m.
As affirmed by the
record of votes of the members of your Committee on Education that is attached
to this report, your Committee is in accord with the intent and purpose of S.B.
No. 2450, as amended herein, and recommends that it pass Second Reading in
the form attached hereto as S.B. No. 2450, S.D. 1, and be referred to
your Committee on Ways and Means.
