Sir:

 

     Your Committees on Human Services & Homelessness and Health, to which was referred S.B. No. 2335, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM,"

 

beg leave to report as follows:

 

     The purpose of this measure is to appropriate funds for the Healthy Aging Partnership Program (Program) to further the Program's important role in improving the health and well-being of Hawaii's kupuna.

 

     Your Committees received testimony in support of this measure from the Executive Office on Aging, AARP Hawaii, Hawaii Primary Care Association, and numerous individuals.

 

     Your Committees find that the Program is designed to improve the health of older individuals and reduce higher levels of health care costs.  The Program is designed to encourage and empower seniors to stay healthy, stay active, and to age in place.  This is accomplished through the Program's education to seniors on better ways to manage their health, and how to safely reside in their homes and prevent falls.


     Your Committees have amended this measure by:

 

     (1)  Changing the effective date to December 31, 2059, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Human Services & Homelessness and Health that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 2335, S.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 2335, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
