Sir:

 

     Your Committee on Transportation, to which was referred S.B. No. 2103, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SPECIAL LICENSE PLATES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the issuance of special number electric vehicle license plates to commemorate the Polynesian Voyaging Society (PVS).

 

     Your Committee received testimony in support of this measure from the Ocean Learning Academy, Pacific Islands Institute, Polynesian Voyaging Society, and numerous individuals.

 

     Your Committee finds that the PVS has been influencing and inspiring not only the communities of Hawaii, but also those around the world.  Your Committee further finds that encouraging the use of electric cars is beneficial to Hawaii's environment.  This measure would provide a dedicated source of income to PVC while also encouraging the increased use of electric vehicles in the State.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2103, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2103, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
