Sir:

 

     Your Committee on Judiciary, to which was referred S.B. No. 2051 entitled:

 

"A BILL FOR AN ACT RELATING TO LITTERING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to deter littering by increasing the civil and criminal fines for violations of the State's litter laws.

 

     Your Committee received testimony in support of this measure from the Hawaii Food Industry Association.

 

     Your Committee finds that the existing civil and criminal fines are not a sufficient deterrent against littering.  Your Committee believes that raising the maximum allowable fines will better deter littering.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2051 and recommends that it pass Second Reading and be referred to your Committee on Finance.
