Sir:

 

     Your Committees on Water, Land, & Hawaiian Affairs and Energy & Environmental Protection, to which was referred H.B. No. 2704 entitled:

 

"A BILL FOR AN ACT RELATING TO STATE FACILITIES,"

 

beg leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish long-term commitments to reduce energy use and fresh water consumption at all Department of Land and Natural Resources state facilities and all state facilities operated by the Judiciary; and

 

     (2)  Encourage the use of innovative means of energy-savings and water reclamation financing to reduce taxpayer costs for capital improvement and energy efficient and water reclamation projects.

 

     Your Committees received testimony in support of this measure from the Climate Protectors Coalition and one individual.  Your Committees received comments on this measure from the Department of Land and Natural Resources and Judiciary.


     Your Committees find that Hawaii has made a commitment to sustainability and renewable energy by setting goals for net-zero energy use across all public school facilities and University of Hawaii campuses by January 1, 2035, and by directing the Hawaii water plan to achieve a 100 percent utilization of reclaimed water for uses other than drinking and for potable water needs by December 31, 2045.  This measure extends those commitments by expanding the goals of net-zero energy use and reclaimed water consumption to all state facilities operated by the Department of Land and Natural Resources and Judiciary.

 

     Your Committees have amended this measure by:

 

     (1)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Water, Land, & Hawaiian Affairs and Energy & Environmental Protection that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2704, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2704, H.D. 1, and be referred to your Committee on Judiciary.
