Sir:

 

     Your Committee on Transportation, to which was referred H.B. No. 2598 entitled:

 

"A BILL FOR AN ACT RELATING TO ABANDONED AND DERELICT VEHICLES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish within the Department of Transportation an abandoned and derelict vehicles task force to make recommendations to ensure the proper identification and disposal of abandoned and derelict vehicles left on Hawaii's highways.

 

     Your Committee received testimony in support from the Department of Transportation, Mayor of the County of Hawaii, and one individual.

 

     Your Committee finds that abandoned and derelict vehicles left on roadways are a long-standing, statewide problem.  This measure seeks to bring certain government stakeholders together to come up with practical solutions to this problem.

 

     Your Committee has amended this measure by:

 

     (1)  Adding the mayor of each county, or the respective mayor's designee, as members of the task force; and

 

     (2)  Changing its effective date to July 1, 2050, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2598, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2598, H.D. 1, and be referred to your Committee on Finance.
