     Your Committee on Finance, to which was referred H.B. No. 2532, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO INVASIVE SPECIES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

(1)  Appropriate funds to mitigate and control the two-lined spittlebug and to fund recovery efforts; and

 

(2)  Require the Department of Agriculture to submit a report to the Legislature on its expenditure of funds and the progress of funded activities.

 

     Your Committee received testimony in support of this measure from the Department of Agriculture; County of Hawaii Office of the Mayor; Hawaii Farm Bureau; Kohala Coast Resort Association; Local Food Coalition; Hawaii Meats, LLC; Maui County Farm Bureau; Larry Jefts Farms, LLC; Ulupono Initiative; Ulupalakua Ranch; Hawaii Cattlemen's Council, Inc.; McCandless Ranch; Ponoholo Ranch Limited; and ten individuals.  Your Committee received comments on this measure from the Department of Land and Natural Resources and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2532, H.D. 1, and recommends that it pass Third Reading.
