Sir:

 

     Your Committee on Legislative Management, to which was referred H.B. No. 2467, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TOURISM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Hawaii Tourism Authority to study the need for a tourism information center in the State Capital District.

 

     Your Committee received testimony in support of this measure from the Hawaii Tourism Authority.

 

     Your Committee finds that according to the Department of Business, Economic Development, and Tourism, visitors to attractions throughout the Capital District in fiscal year 2018 exceeded 175,000 for the King Kamehameha V Judiciary History Center and Statue; 130,000 for Iolani Palace; and 60,000 for the Hawaii State Art Museum.  Since the Capital District is clearly a popular tourist destination, your Committee finds that, rather than requiring a study, it would be more appropriate to require the Hawaii Tourism Authority to collaborate with the Department of Accounting and General Services to identify an appropriate location for, and open a tourism information booth or center in, the Capital District.  Your Committee finds that such a facility would promote tourism and tourist destinations in the Capital District and serve as a helpful resource to visitors while they are among some of Honolulu's most historically and architecturally significant buildings and monuments.

 

     Your Committee has amended this measure by:

 

     (1)  Deleting the requirement for a study;

 

     (2)  Requiring the Hawaii Tourism Authority to collaborate with the Department of Accounting and General Services to identify an appropriate location for, and open a tourism information booth or center in, the Capital District to promote tourism and tourist destinations in the Capital District; and

 

     (3)  Requiring the Hawaii Tourism Authority, in conjunction with the Department of Accounting and General Services, to submit a report to the Legislature on the progress made toward opening a tourism information booth or center.

 

     As affirmed by the record of votes of the members of your Committee on Legislative Management that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2467, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 2467, H.D. 2.
