Your Committee on Finance, to which was referred H.B. No. 2447, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AFFORDABLE HOUSING,"

begs leave to report as follows:

The purpose of this measure is to temporarily exempt affordable housing projects from specific state fees related to discretionary approval or ministerial permitting, except application fees; provided that the units in the fee-exempted affordable housing projects are affordable to households with incomes at or below one hundred percent of the area median family income.

Your Committee received testimony in support of this measure from the Maui Chamber of Commerce, NAIOP Hawaii, Land Use Research Foundation of Hawaii, and two individuals. Your Committee received testimony in opposition to this measure from the Building Industry Association of Hawaii. Your Committee received comments on this measure from the Hawaii Housing Finance and Development Corporation and Chamber of Commerce Hawaii.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2447, H.D. 1, and recommends that it pass Third Reading.
