     Your Committee on Finance, to which was referred H.B. No. 2227, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Authorize the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products and establish or amend appliance efficiency standards in certain situations; and

 

     (2)  Establish appliance efficiency standards for air purifiers and portable electric spas.

 

     Your Committee received testimony in support of this measure from the Hawaii State Energy Office; Hawaii Energy; 350Hawaii.org; We Are One, Inc.; Pele Lani Farm LLC; and nine individuals.  Your Committee received testimony in opposition to this measure from the Association of Home Appliance Manufacturers and Retail Merchants of Hawaii.  Your Committee received comments on this measure from Blue Planet Foundation, Pono Hawaii Initiative, Plumbing Manufacturers International, and Consumer Technology Association.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2227, H.D. 1, and recommends that it pass Third Reading.
