Your Committee on Judiciary, to which was referred H.B. No. 2170, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS,"

begs leave to report as follows:

The purpose of this measure is to require all public meetings of the Board of Regents of the University of Hawaii to be streamed live on the Internet, recorded in digital video format, and archived and made available to the public.

Your Committee received testimony in support of this measure from one individual. Your Committee received comments on this measure from the Office of the Board of Regents of the University of Hawaii System.

Your Committee finds that the public meetings of the Board of Regents of the University of Hawaii help keep the public informed of the actions of the Board. However, the availability of the public to attend the meetings may be limited by geographical barriers. This measure will allow the public to view the meetings, even when they are unable to attend in person.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2170, H.D. 1, and recommends that it be referred to your Committee on Finance.
