Your Committee on Consumer Protection & Commerce, to which was referred H.B. No. 1796, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HEALTH,"
begs leave to report as follows:
The purpose of this measure is to create the Insulin Drug Task Force to study whether cost-sharing limits should be placed on prescription insulin drugs.
Your Committee finds that the State has a high rate of diabetes and the price of insulin is costly. The task force established by this measure is one approach the State can take toward the goal of making prescription medication less cost prohibitive for Hawaii residents.
Your Committee has amended this measure by:
(1) Deleting the exemption from chapter 84, Hawaii Revised Statutes, which is the law governing the standards of conduct for certain public officials and employees, as the State Ethics Code already contains a provision that specifically applies to task force members and their potential conflicts of interest;
(2) Inserting a blank appropriation amount to the Department of Commerce and Consumer Affairs; and
(3) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1796, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 1796, H.D. 2.
