Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2020, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program. Allows public utilities commission members who are residents of a county other than the city and county of Honolulu to receive an allowance of $225 per day for expenses related to board, lodging, and incidental expenses, in addition to actual air travel expenses incurred in carrying out the members' duties. RELATING TO SCHOOL BASED HEALTH SERVICES. Includes advanced practice registered nurses with prescriptive authority in the list of health care professionals authorized to administer medication to public school students. RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR HAWAIIAN ELECTRIC COMPANY, INC.; MAUI ELECTRIC COMPANY, LIMITED; AND HAWAII ELECTRIC LIGHT COMPANY, INC. Authorizes the issuance of special purpose revenue bonds to assist Hawaiian Electric Company, Inc.; Maui Electric Company, Limited; and Hawaii Electric Light Company, Inc., to fund multi-project capital improvement programs and assist utilities serving the general public in providing electric energy. RELATING TO SALES OF TOBACCO. Prohibits a business from seeking a new retail tobacco permit or renewal of an existing permit if the place of business is located within 750 feet of a preschool, school, or public playground. Beginning January 1, 2020, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 750 feet of a preschool, school, or public playground. Codifies the Department of Taxation's administrative rule specifying when the Department may suspend, revoke, or decline to renew a retail tobacco permit. (SD1)

RELATING TO HEARING AIDS. Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months. RELATING TO TELEHEALTH. Establishes goals for the adoption and proliferation of telehealth to increase health care access. RELATING TO PHARMACY BENEFIT MANAGERS. Prohibits pharmacy benefit managers from engaging in self-serving business practices. Increases application and renewal fees and penalties for failure to renew a license. Effective July 1, 2050. (SD1)

RELATING TO LOAN REPAYMENT FOR HEALTH CARE PROFESSIONALS. Expands eligible health care professionals under the health care provider loan repayment program administered through the John A. Burns school of medicine to include licensed social workers, advanced practice registered nurses, and registered nurses. Appropriates funds for the health care provider loan repayment program administered through the John A. Burns School of Medicine of the University of Hawaii at Manoa; provided that the funds are matched on a dollar-for-dollar basis by a private or another public source. (SD1)
