RELATING TO HOUSING. Removes certain limits on costs eligible for a GET exemption for newly constructed or substantially renovated affordable rental housing projects. Makes permanent amendments to sections 104-2 and 201H-36, HRS, by Act 54, SLH 2017, as amended by Act 39, SLH 2018, relating to the types of rental housing projects that shall be exempt from GET and prevailing wages for the construction of certain rental housing projects, respectively. RELATING TO TEACHER RENTAL HOUSING. Authorizes the Hawaii Housing Finance and Development Corporation to assist the Department of Education in developing teacher housing projects. Authorizes the Hawaii Housing Finance and Development Corporation to, in addition, contract or sponsor with any state department or agency. Requires the Department of Education to lease land and contract with private entities for the development, revitalization, maintenance, and management of teacher housing. Permits the Department of Education to lease teacher housing to other eligible tenants if occupancy of teacher housing falls below ninety-five per cent. Authorizes issuance of general obligation bonds for deposit into the dwelling unit revolving fund. Appropriates funds. (SD1)

RELATING TO RENTAL ASSISTANCE. Requires the department of human services to establish a housing homeless children rental assistance pilot program to assist families with minor children experiencing or at imminent risk of homelessness due to domestic violence. Requires each family member to obtain financial management and budget counseling services. Requires the department of human services to participate in the Continuum of Care's Coordinated Entry system for homeless services. Requires inputting of data into the U.S. Department of Housing and Urban Development's Homeless Management Information System. Appropriates funds for the pilot program. RELATING TO TRANSIT-ORIENTED DEVELOPMENT ZONES. Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC), at the request of the Hawaii Community Development Authority (HCDA), to establish and operate transit-oriented development infrastructure improvement zone subaccounts within the dwelling unit revolving fund for the benefit of infrastructure improvement projects within a transit-oriented development infrastructure improvement zone. Requires HCDA to develop a transit-oriented development infrastructure improvement zone program to foster infrastructure development by strategically investing in public facilities. Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development infrastructure improvement zone program. Effective 7/1/2050. (SD1)

RELATING TO LEASEHOLD CONDOMINIUMS ON LANDS CONTROLLED BY THE STATE. Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC) to enter into seventy-five year leases of units in residential condominiums located on state lands. Subjects lands set aside by the governor or lands leased to HHFDC by any agency or department of the State to the legislative approval requirement prior to the sale or gift of the lands. (SD1)

RELATING TO HOUSING. Establishes the ALOHA homes program under the Hawaii Housing Finance and Development Corporation (HHFDC) to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district and provisions related to the sale of leasehold interest of ALOHA homes. Exempts lands to which HHFDC holds title and land set aside or leased to the HHFDC from the definition of public lands in section 171‑2, HRS, except for purposes of accounting for receipts from ceded lands. Establishes and appropriates funds into and out of the ALOHA homes revolving fund. Authorizes the HHFDC to sell the leasehold interest in residential condominium units located on state lands for lease terms of 99 years. (SD1)

RELATING TO PARKING FOR DISABLED PERSONS. Clarifies that the exemption from payment of parking fees is an exception for drivers who are unable to reach or operate a parking meter or unattended pay station because of a physical disability, and who display a disabled paid parking exemption permit. Clarifies that the time limits for the parking fee exemption applies to unattended pay stations as well as meters. Makes the act of selling or buying a parking permit a misdemeanor. Provides that law enforcement may confiscate a parking permit that has been altered or is invalid. Clarifies the types of disabilities that qualify for a disability parking permit. RELATING TO MOTOR VEHICLES. Requires an application for motor vehicle registration to include but not be limited to the name, occupation, address of residence, driver's license number, phone number, and emergency contacts. Authorizes the counties to assess a fine to the legal or registered owner of a vehicle deemed abandoned unless certain conditions are met. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. (SD1)
