MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, THE OMBUDSMAN, AND THE ETHICS COMMISSION. Appropriates funds to provide for the expenses of the Legislature, Auditor, Legislative Reference Bureau, Ombudsman, and Ethics Commission.

RELATING TO THE GENERAL FUND BALANCE. Provides a tax credit to taxpayers and makes deposits to the emergency and budget reserve fund and other post-employment benefits trust fund pursuant to article VII, section 6, of the Hawaii Constitution. Makes appropriations.

RELATING TO AGRICULTURAL LAND. Extends the lapse date for certain general obligation bond funds appropriated to purchase agricultural land in the General Appropriations Act of 2015. Amends certain general obligation bond funds appropriated to purchase agricultural land in the General Appropriations Act of 2017.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR WATER REUSE. Authorizes the issuance of general obligation bonds for two water reuse demonstration projects.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PEARL HARBOR FLOATING DRYDOCK, LLC. Authorizes the issuance of special purpose revenue bonds to assist Pearl Harbor Floating Drydock, LLC, for the construction of a purpose-built floating drydock at Pearl Harbor to service submarines and surface ships.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY OF MAUI. Authorizes the Director of Finance to issue general obligation bonds to finance the planning of the Wailuku-Kahului Transit Corridor Master Plan in the county of Maui.
