RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS. Expands the authority of the Director of Transportation over required motor carrier vehicle inspections. Authorizes the Director of Transportation to adopt administrative rules related to fees. Effective 7/1/2050. (SD2)

RELATING TO MOTOR VEHICLES. Requires an application for motor vehicle registration to include but not be limited to the name, occupation, address of residence, driver's license number, phone number, and emergency contacts. Authorizes the counties to assess a fine to the legal or registered owner of a vehicle deemed abandoned unless certain conditions are met. Requires the legal or registered owner to have valid motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. Effective 7/1/2050. (SD2)

RELATING TO TRANSPORTATION. Clarifies that owners of chassis used for transporting shipping containers are exempt from the requirement to keep a certificate of registration within a chassis. Authorizes these businesses to keep the original certificate of registration, motor vehicle identification card, certificate of insurance, and certificate of inspection at their principal place of business within the State. RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS. Prohibits operating a moped or motor scooter from any rental company unless the person wears a safety helmet that the rental company is required to provide or the person wears a safety helmet that is provided by the person; provided that this requirement does not apply to any person who possesses a valid license from any state to operate a motorcycle. Prohibits the rental of any moped or motor scooter with an aftermarket modification to its motor. (SD1)

RELATING TO AN AIRPORTS CORPORATION. Authorizes establishment of the Hawaii Airports Corporation within the Department of Transportation for administrative purposes. Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airports Corporation. Transfers aeronautics functions of the Department of Transportation to the Hawaii Airports Corporation by the established transfer completion date agreed upon by the Hawaii Airports Corporation, Director of Transportation, and Governor, which shall be no later than 12/31/2022. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO HIGHWAY SAFETY. Establishes a red light running committee effective 7/1/2049. Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Effective 7/1/2050. (SD2)

RELATING TO TAXATION. Increases the rental motor vehicle surcharge tax. Repeals the additional surcharge tax for lessees who do not possess a valid Hawaii driver's license. Deposits the surcharge tax revenues into the state highway fund, for statewide use, and the county subaccounts in the state highway fund for highway road capacity projects in the county that generated the surcharge tax. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
